Antiqua\",\"serif\";\ncolor:#632423;mso-themecolor:accent2;mso-themeshade:128'>Last week, I started\nsharing a statement from David Barton concerning some notes that James Madison\nwrote concerning the Federal Convention of 1787.<span\nstyle='mso-spacerun:yes'>\u00a0 <\/span>I realized later that I cut off what he was\nsaying, so let\u2019s go back today and get the first part, and then finish with\nJames Madison\u2019s full statement concerning that\nconvention.<o:p><\/o:p><\/span><\/b><\/p>\n\n<p><b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";\ncolor:#002060'>\"Although authorized by the Congress of the Confederation,\nthe Constitutional Convention of 1787 was nevertheless cloaked with secrecy and\nconfidentiality.\u00a0 The official papers of the Convention sat in the\nDepartment of State, untouched, until 1818.\u00a0 Yet in retrospect, the\ngathering reveals both the men and the issues they faced during the founding\nera.\u00a0 Through analysis of both the Philadelphia debates and the various\nratification conventions, we realize the concerns and needs of a developing\nnation.<o:p><\/o:p><\/span><\/b><\/p>\n\n<p><b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";\ncolor:#002060'>Men of means and education pursued a limited, federal government\ncapable of providing political and economic stability in a land of diverse\nsectional interests.\u00a0 The fight for freedom had been experiential; much of\nthe struggle for structure and unity would be theoretical.\u00a0 The doctrines\nof scholars would meet with the practical necessities of an emerging nation,\nresulting in a balanced blend of pragmatism and principle\u2014the Constitution of\nthe United States of America.<o:p><\/o:p><\/span><\/b><\/p>\n\n<p><b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";\ncolor:#002060'>However, one of the most controversial issues, State's\nrepresentation, could have nullified the entire process.\u00a0 Tempers flared\nand interests clashed as the delegates sought their respective goals.\u00a0 It\nwas within this quagmire of divisiveness that the elder statesman, Benjamin\nFranklin, offered his famous appeal for harmony and conciliation\u2014an appeal for\nGod's intervention.<o:p><\/o:p><\/span><\/b><\/p>\n\n<p><b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";\ncolor:#002060'>His solicitation seems almost out of character with our current\nunderstanding of the man.\u00a0 Wasn't he a deist, believing in the clockmaker\nGod who stepped back to watch the hands of time move toward eternity?\u00a0\nCould God govern in the affairs of men, or nations, from such a distance?\u00a0\nPerhaps Franklin's appeal for prayer was out of despair and desperation;\nperhaps he was senile as some suggest; or perhaps we have misunderstood\nFranklin's deism, misreading the man in the coonskin cap............<o:p><\/o:p><\/span><\/b><\/p>\n\n<p><b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";\ncolor:#002060'>..........As one reads these various sources, however, the response\nto Franklin's motion should not be viewed as an atheistic or deistic expression\nfrom the delegates.\u00a0 In their view, prayer was an official ceremony\nrequiring ordained clergy to \"officiate,\" (as Dr. Franklin noted) and\nthe funds to pay them (as Mr. Williamson observed).\u00a0 It was not as simple\nas asking \"Brother George\" to ask God's blessings on their\ndeliberations.\u00a0 This was not the general approach to religion during this\ntime in history; orthodox formality was the preferable style and manner, at\nleast in official settings.\u00a0 For example, when Rev. Duche offered the\nfirst prayer in the Continental Congress, he appeared \"with his clerk and\nin his pontificals, and read several prayers in the established form. . . .\n\"\u00a0 Granted, he also unexpectedly \"struck out into an extemporary\nprayer,\" but the point is made: religious formality was the order of the\nday.<o:p><\/o:p><\/span><\/b><\/p>\n\n<p><b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";\ncolor:#002060'>Those orders were followed a few days later at the Reformed\nCalvinist Lutheran Church.\u00a0 In response to Franklin's appeal, Virginia's\nMr. Randolph offered a counter proposal.\u00a0 He recommended that a\n\"sermon be preached at the request of the convention on the 4th of July,\nthe anniversary of Independence,\u2014 & thence forward prayers be used in ye\nConvention every morning.\"\u00a0 One report has Washington leading most of\nthe Convention delegates to the church, where James Campbell preached a sermon\ntrusting in the wisdom of the delegates to establish a \"free and vigorous\ngovernment.\"<o:p><\/o:p><\/span><\/b><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>As it\nturns out, after the Convention, and nine days after the first Constitutional\nCongress convened with a quorum (April 9, 1789), they implemented Franklin's\nrecommendation.\u00a0 Two chaplains of different denominations were appointed,\none to the House and one to the Senate, with a salary of $500 each.\u00a0 This\npractice continues today, posing no threat to the First Amendment.\u00a0 How\ncould it?\u00a0 The men who authorized the chaplains wrote the Amendment.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>The real\nstrength of Franklin's motion, from the conservative viewpoint, is as an\nexample of his supposed \"deism,\" which is a far cry from what some would\nmake it out to be.\u00a0 Franklin obviously felt that God governed in the\naffairs of men\u2014not exactly the general understanding of today's deism.\u00a0\nBut many people attempt to anachronously impose today's definition upon\nFranklin, Jefferson, and others, implying they had nothing whatsoever to do\nwith religion.\u00a0 This is usually done to support a broad, separationist\napproach to religion and government, which is inconsistent with the words and\ndeeds of those who created America's political system.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>Franklin,\nas well as all of the Framers of the Constitution, realized the value of\nreligion in society.\u00a0 And they realized the value of prayer in the\nweightier matters of politics.\u00a0 As it turns out, Dr. Franklin was not\nsenile at all; he was simply asking for divine assistance in what proved to be\nthe formation of our American system.\u00a0 Perhaps there were no\n\"official\" prayers during the Convention, but denying that the\ndelegates wanted God's blessing and direction\u2014now that would be senility.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>Was that\nsimply a political expression, or an attempt to curry favor with his outspoken\nChristian compatriots?\u00a0 Was it a \"deistic\" expression?\u00a0 I\nhardly think so.\u00a0 You hear the ring of conviction in Benjamin Franklin's\nplea; and it is a notable shift from those things we read from Franklin's\nwritings in his earlier years.\u00a0 My personal sense is that as he sat there\nin that Federal Convention, the words he had heard George Whitefield preach\nyears before rang in his ears.\u00a0 There was indeed a realization on his part\nthat except the Lord order the establishment of America as a nation, this\ncountry would soon fold under the weight of the anarchy of Godlessness.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>In a land\nprimarily being colonized and established by those who were generally referred\nto as \"Protestants,\" Roman Catholics were a distinct minority.\u00a0\nFact is, when I was young, no Roman Catholic had ever been President of the\nUnited States, and although there was certainly no legal bar to Catholics\nbecoming President, there was a common thread of thought among political\ncircles that Catholics could never be elected to that high office.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>I was\ndoing an essay for an English Comp class in my University of Nebraska courses\non politics and repeated that thread.\u00a0 When I got my essay back from the\ninstructor, she had written a note on the side saying, \"Don't look now,\nbut there's a distinct possibility that we could get a Roman Catholic as our\nnext President.\"<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>She was\nright, of course.\u00a0 John F. Kennedy was elected, beating out\n(then)-Vice-President, Richard Nixon.\u00a0 It was almost an earthquake for the\nAmerican political scene.\u00a0 Yet JFK was scarcely the first Roman Catholic\nto hold high office in this nation, and in fact, he simply followed a cycle to\nits obvious fulfillment.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>Charles\nCarroll was one of the signers of the Declaration of Independence.\u00a0 What\nmade him significant among our nation's founding fathers was that he was the\nonly Roman Catholic to sign any of our founding documents.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>Born into\na very wealthy family in Annapolis, Maryland, September 18, 1737, Carroll began\na rather remarkable formal education at the age of eight when he was sent off\nto a Jesuit college at St. Omer in France.\u00a0 He graduated the College of\nLouis the Grande at age 17, but continued his formal and practical studies for\nanother eleven years in Europe.\u00a0 Returning to America that year, he found\nhimself in the midst of the radical climate produced by the Stamp Act.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>His highly\nrefined ways and manners made him out a gentleman who could easily have been an\nemissary of the royal courts; and yet, he immediately identified with the\nradical causes and became an active participant among the circles of American\npatriots.\u00a0 His writing skills had been honed during 20 years of formal\neducation, and he immediately put those skills to work.\u00a0 In 1772, he\nanonymously engaged the colonial secretary of Maryland in a series of debates\nand newspaper articles protesting the right of the British government to tax\nthe colonies without adequate representation.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>Despite\nthe fact that his views were not shared by many of his fellow-Maryland\ncolonists, Charles Carroll (he always signed his name, <\/span><b><span\nstyle='font-size:18.0pt;font-family:Majestic;color:blue'>Charles Carroll of\nCarrollton<\/span><\/b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>)\nwas an early advocate for armed resistance.\u00a0 When the first Continental\nCongress convened, Maryland refused to send a delegate so Carroll worked his\nway through several committees until he was asked to join a diplomatic mission\nto Canada with Benjamin Franklin and Samuel Chase.\u00a0 His successes and\naccomplishments encouraged the Maryland Convention to join in support for the\nAmerican Revolution.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>Although\nhe never had the opportunity to engage in the actual debate surrounding the\nDeclaration of Independence, Charles Carroll was elected by the Maryland\nConvention to represent them on the 4th of July, 1776; and he was present to\nsign the Declaration.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>Through\nmuch of the War of Independence, he served in the Continental Congress and\nsimultaneously participated in the framing of a constitution for\nMaryland.\u00a0 He was elected to the Maryland Senate in 1781, and then to the\nfirst Federal Congress in 1788 where he served until 1790.\u00a0 He returned to\nthe Maryland Senate where he served until 1800 when he retired from active\nparticipation in government.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>It was in\nthat same year, on November 4, 1800, that Charles Carroll of Carrollton wrote\nto another of the founding fathers, James McHenry, and said in part,<o:p><\/o:p><\/span><\/p>\n\n<p><b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";\ncolor:olive'>\"Without morals a republic cannot subsist any length of time;\nthey therefore who are decrying the Christian religion, whose morality is so\nsublime & pure, [and] which denounces against the wicked eternal misery,\nand [which] insured to the good eternal happiness, are undermining the solid\nfoundation of morals, the best security for the duration of free\ngovernments.\"<\/span><\/b><b><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'><o:p><\/o:p><\/span><\/b><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\"'>He could\neasily have been writing to today's ACLU -- an organization which has gone out\nof its way to \"decry the Christian religion\" and \"undermine the\nsolid foundations of morals, the best security for the duration of free\ngovernments\" under the premise that government has no right to enact\nmorals and Biblical standards for behavior.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Let's talk today about some more of those founding fathers who signed\nthe Declaration of Independence as well as our U.S. Constitution.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Quick.\u00a0 How many of you know the name Fisher Ames?<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Better yet, how many of you have ever heard the name in connection with\nthe making of the Constitution of the United States?<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Let me take this one more step.\u00a0 How many of you know that he was\nthe author of the First Amendment which was written to guarantee our liberties\nas Christians, and as worshipers of the Lord God?<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Yup.\u00a0 That's what I thought.\u00a0 Bet you not one in a thousand\npeople know who he was.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Fisher Ames is not a name one usually remembers in association with the\nfounding fathers.\u00a0 Yet he was among the most influential and persuasive of\nour founders, surpassing Thomas Jefferson in arguments, while demonstrating\nthat America MUST NOT become a Jeffersonian Democracy.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Like Roger Sherman, his commitment to Jesus Christ permeated everything\nhe said and did.\u00a0 His relationship with the Lord gave him a wisdom that\nfew of our founders could match.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Fisher Ames was born in Dedham, Massachusetts, the son of a physician --\nNathaniel Ames -- on April 9, 1758, and lived a mere 50 years, dying on the 4th\nof July in 1808.\u00a0 A genius in the rank of Jonathan Edwards and an orator\nin the mold of Patrick Henry, he graduated from Harvard at age 16, and began to\npurse the study of law and government.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>By 1781, at age 23, Fisher Ames opened up a law office in Dedham where\nhe thought to defend people against unjust government laws and practices.\u00a0\nIt didn't take him long to realize that the practice of law -- at least in the\nprivate sector -- was really not his cup of tea.\u00a0 He soon abandoned his\nlaw offices for the pursuit of politics, and soon became a prominent member of\nthe Massachusetts legislature.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>His oratory and writing skills thrust him to the forefront as the\nMassachusetts Convention convened.\u00a0 He argued strongly and successfully\nfor \"constitutional federalism\" becoming one of the signers who\nratified the Federal Constitution for Massachusetts.\u00a0 It seems odd, but he\nwas a prominent Federalist member of the House of Representatives during the\neight years of George Washington's administration.\u00a0 I'll explain\nmomentarily.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>April 28, 1796.\u00a0 The day stands out not only in our nation's\nhistory, but as a day when historians wrote that (in their opinion) Fisher Ames\ndelivered easily the greatest speech of his life.\u00a0 It seems that\nrepublicans (not a political party, but those who wanted a constitutional\nrepublic rather than a Federalist Democracy) were bickering among themselves\nand withholding the financial appropriation necessary for the execution of the\nJay Treaty.<o:p><\/o:p><\/span><\/p>\n\n<p><span style='font-size:13.0pt;font-family:\"Book Antiqua\",\"serif\";mso-bidi-font-family:\nArial'>Ames had been at home, sick in bed and unable to participate in the\nongoing arguments and discussions.\u00a0 When he heard what was taking place,\nhe pulled himself together and headed to the House of Representatives.\u00a0\nThere he argued forcefully on behalf of John Jay's Treaty.\u00a0 His argument\nswayed the chamber, and the appropriation passed.<\/span><span style='font-size:\n13.0pt;font-family:\"Book Antiqua\",\"serif\"'><o:p><\/o:p><\/span><\/p>\n\n<p class=MsoNormal style='mso-pagination:none'><span style='font-size:13.0pt;\nline-height:115%;font-family:\"Book
